All three lines of Navi Mumbai Metro to be completed by end of 2024

CIDCO has come up with new deadlines for the completion of it’s delayed Navi Mumbai Metro project

Navi Mumbai: The Covid-19 pandemic had pushed back work on many infrastructure projects in the city, including the Navi Mumbai International Airport and the Navi Mumbai Metro, the most ambitious projects of the development authority – City and Industrial Development Corporation of Maharashtra Ltd. (CIDCO). With the city now attempting to get back to regular life, development work on all stalled infrastructure projects in Navi Mumbai are now being fast-tracked.

Currently, CIDCO has been overseeing work on Navi Mumbai Metro Line I and it is expected to be commissioned in the year 2021. Following next will be Metro Line III, which will run on a short distance and later on, Metro Line II.

As per latest information the 22.09-km Navi Mumbai Metro project that will connect CBD to Panvel or the NMMC and PMC area, will be completed by 2024.

The contract for Metro Lines II and III have been awarded to the Delhi Metro Rail Corporation.

The Metro Line III, which is a loop (line), will connect Line I from Belapur railway station to Pendhar along with Taloja.

However, there have been talks about completing work on Metro Line III before that of Line II owing to the fact that it runs along a very short distance between Pendhar and MIDC area.

The Metro run for all three lines is scheduled to be held at the end of 2024.

The last connecting line of the Metro Network – Line IV, is yet to be decided upon as it will depend on how the proposed CST-Panvel elevated Metro track and the entry and exit points of the Navi Mumbai International Airport Sky Bus project turns out.

Ex-army personnel to ensure Navi Mumbai citizens follow Covid-19 social distancing norms

NAVI Mumbai: The civic body has come up with a unique way of monitoring social distancing norms in the city. Abhijit Bangar, commissioner, Navi Mumbai Municipal Corporation (NMMC) informed that the corporation will be roping in ex-army personnel to form a squad to keep an eye on the behaviour of the citizens, on a day to day basis. They would ensure that none of the social distancing norms gets ignored.

Like we all know, Navi Mumbai is slowly trying to get back on track with the reopening of business activities in the city. It is understood that the citizens, irrespective of age, are expected to abide by the norms set before them in the wake of the Covid-19 pandemic.

Readers must be aware that that wearing of ‘masks’ is mandatory and people without masks are fined if caught. Similarly, spitting in public places or even generally attracts a penalty of Rs. 1000 in the present scenario.

50-100 ex-army personnel to be dedicated to the task of monitoring Navi Mumbai’s social distancing norms

Apparently, the NMMC will be hiring between 50 to 100 ex-army personnel on contract basis and as a strategy, squads of two will be deployed at various locations around the city, including markets and other public places that are potential crowd pullers.

It must be known that presently, police teams have been monitoring all the 33 containment zones in Navi Mumbai that have been taken care of by solid waste management staff.

So, the newly appointed ex-army squad will be dedicated to non-containment areas and will be expected to enforce law in a much better way.

Covid-19-cases have spiked post Ganesh Chaturthi

As per the statistics available with the NMMC, the number of Covid-19 infections have increased post Ganesh Chaturthi in not just the city, but all over the state of Maharashtra.

Following next are the Navratri celebrations that are just around the corner and even though there would not be any dandiya or garba raas events, there could be another spike in the number of cases just like Ganesh Utsav.

Hence, there is great need to contain the growing number of cases in the earliest possible time. It is such need that has given way to the idea of deploying ex-army people as they have a way of enforcing the law in a more persuasive manner.

Collection of health data of Navi Mumbai citizens

The NMMC has constituted around 720 teams that have been collecting the health data of families and a door-to-door visit is also planned shortly in two phases. In the first phase the teams will be filling up data in the government app till October 10. In the second phase they will be visiting the houses again to recheck the health conditions. A thermal gun and an oxymeter will be used to assess the health of individuals.

It looks like a good initiative given the present situation and the ignorance of many individuals, young and old, that is threatening the lives of many. It would be interesting to see how the newly appointed ex-army squad approaches such ‘ignorant idiots’ and how strictly the NMMC penalises them. It might be the right time to carry along a ‘cane’ as well for there are many unconcerned individuals who are roaming around endangering others in a blatant exploitation of their so-called right to ‘freedom’.

Navi Mumbai: Citizens are yet to get over the obvious dull Ganesh Utsav celebrations and here comes yet another festival that might keep an equally low profile – Navratri!

It doesn’t need explaining how Navi Mumbai citizens must have felt during the restricted Ganesh Chaturthi celebrations, devoid of all community celebrations.

Coming next, Navratri celebrations in Navi Mumbai are also most likely to pass silently given the pandemic situation in the city and the way it has been progressing.

Needless to say, community celebrations are out of question as anything that attracts crowds is most likely to pave way for more infections.

Navi Mumbai Dandiya organisers not hopeful of Navratri celebrations this year

Local Dandiya & Garba organisers are already of the opinion that organising Navratri events won’t be beneficial or worth the time, effort and money as the crowd restrictions will dampen the spirits of visitors.

Members of Ganesh Mandir, Kharghar, who organise dandiya and garba every year share, “Navratri celebrations is all about dandiya and garba but as the present scenario is not in favour of community celebrations, we won’t be able to host the event this year. There is no point in hosting the event as there will be a restriction on the number of people to be allowed and that would leave hundreds of dandiya enthusiasts disappointed.”

However, some organisers are of the opinion that they will be organising dandiya events if permitted by the government.

Most of the organisers are simply waiting for the government guidelines for Navratri celebrations to take a final decision.

Navi Mumbai citizens prefer safety over Navratri celebrations like Dandiya & Garba

Citizens of Navi Mumbai on the other hand, are having mixed feelings about the Navratri celebrations in Navi Mumbai.

Rasika Sawant, a teacher and die-hard fan of dandiya and garba raas, shares, “We used to visit almost every dandiya event in the city with our friends every year during the 9-day Navratri festival. This year, it won’t be possible because we don’t think that it would be advisable to hold such events. So, we will just stay home and celebrate it in a more personal way, with our families.”

There are many who are content with not celebrating Navratri like every other year.

Mr. Pandya, a senior citizen and dandiya enthusiast, shares, “We can avoid the Navratri celebrations and think beyond Dandiya and Garba this year. Both are expressions of joy and happy times and at the moment, there is a lot to be taken care of due to the pandemic. Celebration should not be the cause for general predicament.”

Uran & Seawoods’ so-called wetlands were salt pans: CIDCO

Putting an abrupt end to all the ‘save the wetlands’ campaign that Navi Mumbai citizens and environmentalists have been rallying since years, CIDCO has simply refused to accept those sites as wetlands, saying they were once salt pans and farm lands

Navi Mumbai: The City and Industrial Development Corporation of Maharashtra Limited (CIDCO) recently wrote to the Maharashtra state mangrove cell, officially stating that the organization did not recognize or entitle the five sites at Uran and Seawoods, being portrayed as Navi Mumbai wetlands.

Needless to say, the news has disappointed and irked a majority of Navi Mumbai citizens, environmentalists and nature lovers as they believe that CIDCO never intended to save the wetlands in the first place.

Amit S, an angry bird lover, expresses his anger, “We have been running around like idiots since years and now we have officially come to know that the money minded development authority never actually cared for or even considered the preservation of Navi Mumbai’s wetlands, and the natural beauty of the city, on a whole.”

In the letter, CIDCO made it clear that the sites it refused to accept as wetlands were TS Chanakya and NRI Complex at Seawoods, Panje in Uran, Bhendkal, and Belpada.

Be it noted here that these sites are the ones that are regularly visited by hundreds of thousands of migratory birds.

Only recently, during the lockdown, the citizens of Navi Mumbai had been witness to the beauty of nature when thousands of flamingos had come down to the creek in Navi Mumbai from the Rann of Kutch in Gujarat and Sambhar Lake in Rajasthan and even countries like Pakistan, Afghanistan, Iran and Israel.

The arrival of flamigos in Navi Mumbai had increased by 25 per cent, increasing the number of yearly visits from 1.2 lakhs to 1.5 lakhs this year according to the Bombay Natural History Society.

Social handles of not just the citizens but political personalities and even celebrities like Dia Mirza, Twinkle Khanna and Raveena Tandon were abuzz with videos, photos and talks of the ‘pink spectacle’ that had taken everyone by surprise.

CIDCO asserts that the so-called wetland sites were salt pans or farmlands

According to CIDCO, their revenue records and a scientific survey carried out by their organization in 2016, mentions and clarifies that the five sites that Navi Mumbai citizens and environmentalists have been rooting for as wetlands, are in actuality ‘developable land parcels’.

Similarly, the ones at Uran were marked as special economic zones (SEZs).

CIDCO asserts that these sites were salt pans and farmlands and not wetlands in actuality and that they have now submitted a letter detailing everything to the mangrove cell.

Apparently, CIDCO had constructed bunds along the coastline of Navi Mumbai as a future development strategy. However, as time elapsed, local villagers, especially fishermen, broke the said bunds for creating several fishing routes along the coast, allowing the sea water to flow further into the land, creating several ponds and ‘wetlands’ as the citizens call them.

Navi Mumbai citizens and environmentalists are devastated

The official statement of CIDCO has disappointed citizens and environmentalists alike as they are clueless about how things would proceed, now that CIDCO has revealed their intentions.

As a desperate act, various environmentalists, NGOs and even citizens have been writing to the Maharashtra state authorities in an attempt to stop CIDCO from carrying out development activities on all the sites.

The Golf Couse at Nerul-Seawoods is not required at all, at least not by the citizens

Navi Mumbai citizens have already expressed their disagreement over the development of another golf course in Navi Mumbai at the Nerul-Seawoods site, which covers a major part of one of the wetlands.

Vijay Borade, an angered nature lover, says, “Whoever told them to develop another golf course in the city whenthey already have one failed gold course project in Kharghar, Navi Mumbai.  The Kharghar Golf Course has been a failure in all terms and simply sits empty as an infrastructural asset of the city. So now they are developing another one for the same purpose – waste money, land and nature.”

The wetland are being destroyed only to please the builders’ lobby

Many citizens and nature lovers believe that it is nothing but an obvious real estate oriented activity to monetize as much land as possible to please builders interested in the potential of the wetlands as ideal sea facing land parcels to lure in potential property buyers.

Kishore Biswas, an artist and environmentalist, says “I feel it is useless to talk on this matter as everyone knows that CIDCO wants the land for developing residential and commercial projects for money alone.

It is pure business and CIDCO has never been a transparent or environment concerned organization. They are a business organization and they care for nothing but money.”

All this comes at a time when there already is a case in the apex court against the proposed 35.5 hectare golf course at Nerul-Seawoods wetlands.

Destroying Navi Mumbai wetlands will drive migratory birds towards the Navi Mumbai International Airport

Surprisingly, an earlier survey report by the Bombay National History Society (BNHS) had made a clear statement that if the Navi Mumbai wetlands were to be destroyed any further, then it would lead to the flocking of migratiory birds and the regular birds too, towards the upcoming Navi Mumbai Airport area, causing accidents, damages to property and even endangering the lives of passengers.

Destroying Navi Mumbai wetlands will lead to flooding issues in future

It is but obvious that apart from natural conserves, the wetlands are also the natural barriers against floods. Destroying the wetlands and reclaiming the land will lead to flooding issues in the city as the efficiency of the existing drainage system in the city is not a secret.

CIDCO will be destroying the livelihood of fishermen too by destroying the wetlands

Local fishermen share that the wetlands are a source of their livelihood many homes depend on them. They say that CIDCO is not giving any thought to the livelihood of the many local fishermen as they intend to snatch it away for their vested interests.

Bombay National History Society to comment on CIDCO’s official letter soon

The Additional Chief Conservator of Forests (Mangroves) Virendra Tiwari, has called for a comment and opinion of the Bombay National History Society (BNHS) on the matter. Based on the opinion of the BNHS, they will be communicating further with the Mangrove Cell and Environment Department.

Environmentalists hope that Maharashtra CM Uddhav Thackeray will declare the Panje and Talawe (Seawoods) wetlands as bird sanctuaries

Even now, environmentalists, NGOs and citizens are hoping that the Chief Minister of Maharashtra, Uddhav Thackeray, will consider the gravity of the situation and declare the sites as wetlands and protected bird sanctuaries to end the debate once and for all.

Environmentalists assert that CM Uddhav Thackeray should now hasten his decision and declare the wetlands as bird sanctuaries if her really intends to. Delaying the decision further is only allowing CIDCO to make such bold statements and carry out work without any hindrance.

“The government of Maharashtra has to show that intends to save the natural treasures of the city and is not a puppet of sorts of organisations like CIDCO that deal in money alone,” he adds.

Development and preservation should go hand in hand and not simply be driven by greed for money and other vested interests.

In our opinion, preservation comes first when developing any city as you cannot go on destroying the environment and claim to be developing progressively.

You can’t build cities on the tombs of the flora and fauna!

Keeping all that aside, paper work is paper work, right? So, if the papers say that they were salt pans or farmlands, then they must be one of those. And who can come in the way of development of a concrete city that the people desire so much!

Malls reopen, retailers happy but what about preventive measures

Although malls in Navi Mumbai reopened on Wednesday, sending a wave of joy amongst mall owners and retailers, concerns about safety against COVID-19 still remain among citizens

Navi Mumbai: Finally, malls in Navi Mumbai were thrown open on Wednesday, 2nd September, 2020. The decision came after months of deliberation and the recent failed reopening stint in the month of August. The Navi Mumbai Municipal Corporation (NMMC) has taken this step pledging it’s support to the state government’s Mission Begin Again and Unlock-4. Malls and hotels have now been allowed to resume business under new guidelines.

The NMMC has been trying to get city life back on track since some time and hence it has been taking baby steps at reopening of major places and institutions. It is because of such consideration that schools, colleges, theatres etc. still remain closed in Navi Mumbai, even when a majority of cities around the world have reopened such places, to mixed reactions and results.

However, given the growing unrest among businesses in Navi Mumbai, including mall owners and retailers running shops within malls, the NMMC had to reopen such place earlier than they would have been advisable, as many believe.

The newly appointed NMMC Commissioner, Abhijit Bangar, has been keeping busy since his appointment as the civic chief of Navi Mumbai and has been very cautious about taking such important decisions regarding the containment of existing cases and helping reduce further spread of covid-19 in the city.

The NMMC is gearing up to bring Navi Mumbai back to normalcy in order to revive the economy of the city and helping both businesses and office goers to support their regular lives like pre-covid-19 days.

Coming back to the reopening of malls and hotels, the NMMC has laid down some necessary and strict guidelines to be followed at all times. The rules set by them are binding on all, mall and business owners and people visiting them.

They have made it clear that any ignorance of the norms will lead to the revoking of the decision like it had been done once very recently in August when malls in Navi Mumbai had been allowed to reopen, only to be told to shut down again for apparent violation of rules at several places around the city.  Read the story here: NMMC asks malls in Navi Mumbai to close down again

Mall and hotels in Navi Mumbai will have to strictly abide by guidelines issued by the state government and the local bodies and always be wary of the various Do’s and Don’ts for as long as the Covid-19 crisis remains.

Social distancing, thorough sanitization and wearing of masks at all times have been made compulsory and a top priority for people visiting malls, retail outlets and hotels.

Malls and retail outlets have been gladdened by the decision taken by the NMMC to allow resuming of business and are positive that all guidelines will be followed properly by staff and customers alike. In fact, all mall managements have ensured that they don’t take any unnecessary risks and hence, have made regulations of their own. All the malls in Navi Mumbai are not allowing visitors without masks, thermal scanning and sanitizing their hands at the entrance itself.

Hotels and restaurant owners in Navi Mumbai are happy too for being allowed to conduct business even if it means giving away food parcels. Many hope that the pandemic will pass soon and the NMMC will consider allowing customers to eat inside the restaurants.

Even as business are welcoming the move to reopen malls and hotels, many local residents are still wary about the decision.

Sachin K., a regular shopper, shares, “We understand the NMMC’s take on the situation as they have to consider the well-being of business owners who have been out of business since March. However, there still remains the matter of ensuring the safety of one and all. It remains to be seen if the corporation has laid down plans to monitor such activities as people are going to ignore all norms sooner than thought.”

For now, businesses in Navi Mumbai are hopeful of bouncing back in a few months and the people are happy to be able to throng the malls for a much needed relief and distraction from the ongoing crisis.

Our (LocalPress.in) Opinion on opening of malls and hotels in Navi Mumbai

We believe things have to start somewhere and hence we cannot vote for things to remain shut for a longer time now. As the government and local administration eases restrictions around cities, there should be strict adherence to government guidelines with no scope of exception or lapses at any level.

The most important aspect of the entire Mission Begin Again and Unlock episodes should be an extensive planning done in consultation with all local authorities, businesses and citizens to ensure that the health and well-being of every individual remains top priority.

A strict, and most importantly, active monitoring system should be set in motion to ensure that there are no lapses in the entire programme. We cannot deny the fact that some people have been ignoring social distancing norms, though not on an extensive manner. However, as more and more things start reopening and further relaxations come into place, more and more people will be joining in the ‘nothing happens’ band wagon and pose a threat to others, if not to themselves. Needless to say, offenders should not be let off easily.

The point here is that people have to be considerate of the general well-being of the city on a whole and authorities should ensure that they do so.

To be precise, the authorities should be wary of people, especially youngsters who are paying little or no heed at all to the need for social distancing. These are the ones who will be posing a threat to others as they go around undeterred and unconcerned, meeting friends and partying like nothing’s happened. A short look at the social handles of youngsters will tell that they are going about socializing, ignoring social distancing norms at many levels.

Finally, it is a request to unfailingly adhere to the government’s guidance on social distancing norms and limit physical social interaction to help put a stop to the transmission of Coronavirus (COVID-19) within the community to yet another levels.

Navi Mumbai gets a new police commissioner

Navi Mumbai: Additional Director General of Police, Bipin Kumar Singh, has become the new Commissioner of Police of Navi Mumbai. He was given charge by former Commissioner of Police, Sanjay Kumar, on Thursday, 3rd September, 2020.

The move came in as the term of Sanjay Kumarcame to an end recently.

Bipin Kumar Singh was the Additional Director General of Police of the State Anti-Corruption Prevention Division, before joining in as the Commissioner of Police of .

Also, the Joint Commissioner of Police of Navi Mumbai, Rajkumar Vhatkar, has been transferred as the Commissioner of Police Administration, Mumbai. He has been replaced by Dr. Jay Jadhav.

The NMMC commissioner, Abhijit Bangar, informed TOI that the matter would soon be discused jointly with other civic chiefs in and around Navi Mumbai and Thane.

Apparently, there had been talks earlier regarding the planned opening of malls in and around Navi Mumbai but no conclusions were reached.

Be it noted here that malls in Navi Mumbai were opened for a day way back in the month of August, but had to be shut down again owing to the unprecedented influx of shoppers and the inability to handle such rush.

With almost a month having passed and the grip of COVID-19 loseing a bit in Navi Mumbai, with the positivity percentage and doubling rate going down consistently, the administration is seriously considering reopeing of malls in Navi Mumbai and Thane area.

Panje wetlands in Uran, Navi Mumbai are natural habitats for birds

Navi Mumbai / Uran: Chief Minister Uddhav Thackeray has asked the Maharashtra state forest department to look into the illegal hacking of mangroves at the Panje wetland in Uran. The directive comes after numerous complaints by environmental activists and local residents, about the illegal act of destroying the mangroves in Uran.

Apparently, the revenue department officials would be joining the enquiry along with the forest department.

The forest department informed that they had been contacted by the CM’s office and that the secretary of forest department, Milind Mhaiskar, will be handling the matter personally.

Environmental organisations like NGO NatConnect Foundation and Conservation Action Trust (CAT), have been pursuing the matter with local authorities since long and are surprised at the audacity of the environment offenders who have continued to hack the mangroves despite all the commotion around the matter.

The organization are of the opinion that such bold activities cannot be carried out unless done with the consent of authorities involved.

Local residents believe that this could be yet another case of land grabbing for commercial projects just like the wetlands at Nerul were finally given out for commercial development and another Golf Course in the city.

The need for yet another Golf Course in the city still remains a highly debated topic with a majority of Navi Mumbai residents completely vooting against the administration’s decision to diplomatically permitting construction after months of “genuinely considering the pleas of environmentalists and local residents”.

Residents believe that the wetlands at Panje may get illegally acquired by land grabbers who must be working in collaboration with the authorities or those with vested interests.

The fight to get Panje wetlands (that stretch from Panje to Dongri), declared as a protected Bird Sanctuary is going to be a long one and the outcome will be based on the interests of the administration and the government.

Ironically, all this has been happening even after the directive of the Maharashtra state environment minister Aditya Thackeray to halt all construction at Panje.

Even the High Court appointed Mangrove Committee’s directive to CIDCO regarding the preservation of the mangroves in the area seems to have fallen on deaf ears.

The Maharashtra Coastal Zone Management Authority (MCZMA) had informed in writing to the High Court that Panje was under CRZ-1.

In a similar fashion, the wetlands in Pagote and Bhendkhal wetlands have been bearing the price of lethargy to a great extent.

Monsoons show their full force in Navi Mumbai and Mumbai, with dark clouds lashing every part of the two cities and areas in the Thane and Raigad regions from Airoli to Panvel.

The Navi Mumbai rains have been rendering the skyline dark since the last week, and this week too, things seem to remain the same. The monsoons have finally set in and are lashing the city and surrounding areas in the Mumbai Metropolitan Region (MMR).

Needless to say, rainwater related issues have already started to trouble those who have to step out amid the ongoing pandemic. Water logging has been reported from several places in Mumbai.

In Navi Mumbai, areas in the Thane region, from Airoli to CBD-Belapur, and those in Raigad, from Kharghar to Panvel, have had a fair share of the monsoons during the week that went by and by the looks of it, are headed towards another week of heavy rains.

In Kharghar, the rainfilled dark clouds lashed every nook and corner of the node throughout the past week, through the day and the night.

All Kharghar waterfalls, ponds, streams and dams are flowing to their brim, owing to the rains.

The Indian Met Department has forecast heavy rains during three week and hence the local administration has requested citizens to venture out only when necessary.

Fishermen on the coastal areas have been advised to remain off the sea.

Navi Mumbai / Taloja / PMC: Residents of Ghot camp, Taloja, have been a troubled lot owing to power cuts that take place any time, any day without any information or resolution.

On Friday, the power went out at in the wee hours of the morning and did not get restored before 1:00 am in the night.

Suraj Prajapati, resident of Mahaavir Majesty at Ghot Camp, shared, “Ever since the cyclone had visited the city, power supply in our area has not been the same with frequent long hours of power cuts. There is no prior information or any resolution to the issue.”

On asked if they had been following up with the MSEB department, he shared.

“Frankly, most of the time the phone never conencts at all and when it does, we just get the same reply – repairs going on! We understand that it was necessary to repair after the cyclone had been through the city, though it hardly caused any issues, but this has been going on since that day.”

“On Friday, the power went off at around 5:00 am in the morning. We tried contacting the MSEB but the number did not connect or kept ringing. The power supply resumed at around 1:00 am at night,” he adds.

We tried contacting the Taloja MSEB department but could not connect.
