No Holi celebrations this year: PMC and NMMC

by Staff Reporter March 25, 2021
written by Staff Reporter

As Navi Mumbai’s active Covid-19 cases are rising, both the municipal corporations have strictly ordered residents not to celebrate Holi publicly, and also to avoid personal celebrations, if possible.

No Holi celebrations this year: PMC and NMMC
Both PMc and NMMC have ordered Navi Mumbai residents not to play Holi as it is a very close contact festival.

Navi Mumbai: As expected, the Panvel Municipal Corporation (PMC) and the Navi Mumbai Municipal Corporation (NMMC) have ordered residents not to indulge in Holi celebrations publicly, during the Holika Dahan and Dhulivandan. The circulars came in based on the recent guidelines of the state government.

In a circular dated 24 March, 2021, the PMC has strictly directed residents to cooperate by not celebrating Holi publicly.

The NMMC has done the same in a circular also sent out on the same date, prohibiting Holi celebrations in Navi Mumbai.

The Commissioner of NMMC, Abhijit Bangar, expressed his concerns, “The number of active Covid-19 cases are scaling up every day, with as many as 400 cases on some days. It goes without saying that we need to avoid public celebrations like Holi, as there will be obvious violation of social distancing norm owing to the basic nature of the festival, where you apply colours. It is a close contact festival and hence needs to be avoided completely at all levels; public or personal. Residents should behave responsibly this Holi.”

The Panvel region has been facing a similar situation with rising number of covid-19 cases and hence all public celebrations have been prohibited.

PCMC Commissioner, Sudhakar Deshmukh, informed, “There are reports of up to 300 active covid-19 cases in our region on a daily basis, and involving in any public event or celebration, like Holi, will only make matters worse. Holi celebrations need to be strictly avoided this year. We appeal to the residents not to indulge in Holi celebrations for the general well-being of all.”

Both the PMC and the NMMC have warned residents of strict action if they are caught violating the orders.

Kalamboli to get new air quality monitor, more to follow in two other nodes in Navi Mumbai, PMC area

by Staff Reporter March 12, 2021
written by Staff Reporter

A Right to Information (RTI) query by Waatavaran Foundation revealed that the Panvel Municipal Corporation (PMC) had given a no objection certificate (NOC) to the Maharashtra Pollution Control Board (MPCB) to set up a continuous ambient air quality monitoring station (CAAQMS) in Kalamboli, Navi Mumbai.

Panvel / Navi Mumbai: The Maharashtra Pollution Control Board (MPCB) has obtained a no objection certificate (NOC) from the Panvel Municipal Corporation (PMC) for setting up a continuous ambient air quality monitoring station (CAAQMS) in Kalamboli. Soon, Kharghar and Taloja MIDC will be having one CAAQMS each.

The revelation came in after an RTI query by Waatavaran Foundation, on 8 March, found that the PMC had already given an NOC to MPCB for setting up a CAAQMS in Kalamboli, while clearance for other two nodes was being processing.

Bhagwan Keshbat, founder of Waatavaran Foundation, shared, “I think every aware individual knows about the level of pollution in the Kharghar-Taloja-Panvel belt, which is shockingly higher than that in Mumbai. The Taloja MIDC area is the hotspot, owing to the existing chemical units and their daily polluting emissions. On top of that, emissions from vehicles passing through the highway, the quarry and construction activity of buildings, are making it worse for the residents. We have been campaigning for clean air for all and have been actively seeking participation of all stakeholders to tackle the pollution crisis in the area.”

Also Read: Kharghar sectors 34, 35, 36 and 37 most polluted after Taloja area

Talking on the need for CAAQMS in the region, especially in the Kharghar-Taloja-Panvel belt, Keshbhat shared, “In the absence of CAAQMS in these areas, there is hardly and documented data to work out an action plan to curb the pollution. To take action, we first need well-documented numbers on a daily basis to take practical action. We had carried out two individual studies in the past, one by placing a small air monitoring machine in some areas with visibly high pollution, and two, by placing a “Billboard That Breathes” installation at Kharghar, that helped residents and even the administration get a real time reference of the high level of particulate matter (PM2.5) in the area. The results of both the studies had been alarming, and the administration had been concerned by the findings.”

Also Read: Kharghar’s “Billboard That Breathes” turning grey and black, two weeks before expected

Also Read: PCMC Mayor Dr Kavita Choutmol inaugurates “Billboard That Breathes” installation at Kharghar, Navi Mumbai

The data revealed the PM2.5 levels to be 101.12 microgramme per cubic metre (μg/m3), higher than the national safe standard of 60μg/m3, and the World Health Organization (WHO) standard of 25μg/m3.

The reports were sent to all stake holders like the PMC, MPCB and the state government for their perusal and they had assured of a practical action in the coming months.

Also Read: MLA Prashant Thakur visits “Billboard That Breathes” installation at Kharghar, calls for ownership by all stakeholders

The permission to set up a CAAQMS in Kalamboli just a month after the reports were sent to the administration indicates willingness to change the situation.

Navi Mumbai currently has four CAAQMS – Mahape, Airoli and Nerul (sectors 46 and 19A).

The addition of three more CAAQMS will help monitor Navi Mumbai from both districts – Thane and Raigad.

“We appreciate the step taken by the PMC and that of the MPCB, by initiating a process to at least study the levels of air pollution in the city. Once the air quality starts getting monitored on a daily basis, the administration will be able to carry out the necessary changes based on actual figures, something that they presently lack,” Keshbhat said.

The NMMC ranked at number 11 in the Municipal Performance Index (MPI) 2020

The Navi Mumbai Municipal Corporation (NMMC) could not make it into the first ten municipalities in the Municipal Performance Index (MPI) 2020, revealed on Thursday, 4 March, 2021, by Hardeep Singh Puri, Minister of State (Independent charge), Housing and Urban Affairs.

Navi Mumbai ranked 11th with an overall score of 50.74.

Indore turned out to be the winner in the MPI index in the “million-plus” population category with an overall score of 66.08.

New Delhi Municipal Corporation (NDMC) won in the “less than million” population category with an overall score of 52.92.

Surprisingly, Navi Mumbai also slipped down to 6th Rank in the Ease of Living Index (EoLI) 2020, compared to it’s earlier top ranking of 2 in 2018.

Given the fact that the MPI evaluates municipalities on the base of five verticals – Services, Finance, Policy, Technology and Governance, it becomes imperative to identify the lacking in any or all of these that has kept a dynamic municipal corporation such as NMMC, from making it to the top ten municipalities in the MPI 2020.

  • Municipal performance (Overall) – 50.74
  • Services – 63.85
  • Finance – 62.39

This is a gray area for Navi Mumbai, which has been riding high on hopes of winning a coveted “number 1” spot in the Swachh Survekshan 2021.

Is NMMC not taking the EoLI as seriously as it has been taking the Swachh Survekshan?

Readers sould know that the EoLI and MPI evaluates cities for more specifics than the Swachh Survekshan, and fairing poorly in them could be indicative of major shortcomings in the overall administration. The Citizen Perception Survey (CPS) further explains the overall living experience of citizens in their respective cities and carries equal weightage.

For readers:

The Municipal Performance Index 2020 (MPI) – Salient Features & Verticals Covered

The Municipal Performance Index (MPI) is an endeavour to assess and analyse the performance of Indian municipalities based on their individual functionalities. The responsibilities of municipal corporations span across a range of verticals like provision of basic pubic services, urban planning and many more complex domains.

The MPI gives an in-depth understanding of the functionalities, extent of development and capabilities of municipalities in the country. The index helps citizens understand their local government administration in a better way, which further helps builds transparency and trust among key stakeholders.

The framework of MPI covers 20 varied sectors – Education, Health, Water & Wastewater, SWM & Sanitation, Registration & Permits, Infrastructure, Revenue Management, Expenditure Management, Fiscal Responsibility, Fiscal Decentralisation, Digital Governance, Digital Access, Digital Literacy, Plan Preparation, Plan Implementation, Plan Enforcement, Transparency & Accountability, Human Resource, Participation and Effectiveness.

Navi Mumbai demoted to ‘6th most livable city’ in Ease of Living Index 2020

Dropping down from an earlier ranking of 2 in 2018, Navi Mumbai ranked 6th this year, under the “population more than million” category, with Bengaluru topping the list as first most livable city in the country.

The City of the Twenty First Century; Navi Mumbai, was ranked as the sixth most livable city in the country in the “Ease of Living Index 2020” survey, the results of which were released on Thursday, 4 March, 2021, by Hardeep Singh Puri, Minister of State (Independent charge), Housing and Urban Affairs. Sadly, it has been demoted from number 2 in the previous ranking.

In the “population more than million” category, Bangalore stole the top spot, followed by Pune, Ahmedabad, Chennai, Surat and Navi Mumbai, besides other cities.

In the “population less than million” category, Shimla turned out to be the winner, followed by Bhubaneshwar, Silvassa, Kakinada, Salem and Vellore, besides other cities.

The Municipal Performance Index (MPI) 2020, saw Indore emerged as the winner, followed by Surat and Bhopal, in the “million-plus” category. In the “less than million” category, the New Delhi Municipal Council (NDMC) won the top place, followed by Tirupati and Gandhinagar municipalities.

Surprisingly, the Navi Mumbai Municipal Corporation (NMMC) failed to make it to the top 10 municipalities’ list in the MPI 2020. It came 11th in the rankings.

A Citizen Perception Survey (CPS) was also undertaken during the evaluation period, to help validate the views and experiences of citizens in their respective cities. A total of 32.2 lakh citizens from 111 cities had participated in the survey, which was carried out from 16th January 2020 till 20th March 2020.

For those who don’t know, Navi Mumbai has actually slipped down from earlier Ease of Living (EoLI) index rankings.

Navi Mumbai has always been a top runner owing to better infrastructure, roads, electricity, water, social lives, job opportunities, and the overall self-sufficiency.

Although Navi Mumbai is in the top 10 most livable cities in India, it should be noted here that it has fallen down from earlier rankings, so that is an area of concern and improvement.

For readers:

What is Ease of Living Index (EoLI) and Municipal Performance Index (MPI)

For those who don’t know – the Ease of Living Index (EoLI) is a tool to evaluate the quality of life and the impact of various initiatives for urban development on a city level. The evaluation also takes into consideration the view of residents on the various services and initiatives of the city administrations, through a Citizen Perception Survey.

Similarly, the Municipal Performance Index (MPI) examines and evaluates the administration practices of municipalities across areas of services, finance, policy, technology and governance. With a purpose to promote transparency and accountability, it seeks to simplify and evaluate the complexities in local governance practices.
